Это неверное понимание. В армию идут люди всякие, в том числе из бедных слоёв населения, однако считать, что они "избежали тюрьмы лишь случайно", в корне неверно.

Да ладно, это ж хлор. Его ж, по-моему, можно за пару недель на произвольном химзаводе в нужном количестве получить. Чтобы исключить хлорную (да даже фосгеновую, поди) атаку, removing all chemical weapons is not enough, надо всю химическую промышленность уничтожить. Я в детстве вполне себе хлором подышал, используя исключительно набор "Юный Химик".

Собственно, хлор довольно хил в качестве боевого отравляющего вещества, гораздо ближе к сарайной взырвчатке, чем к боевой артиллерии. Когда говорят о решении проблемы с химическим оружием, имеют в виду хоть сколько-то серьёзные вещи -- я не знаю, от зарина и выше. Про хлор в этом контексте говорить бессмысленно, насколько я понимаю; то есть, наверное, если травить врага дымом от горелых покрышек, эффект, конечно, будет меньше, чем от хлора, но [...].

Я, конечно, от военной кафедры химзащиты на химфаке откосил успешно и с тех пор прошло много времени, но по-моему средств боевой доставки хлора так и не разработали.

То есть, если ты спер со станции очистки воды грузовик с баллонами хлора, то можно загнать его в центр жилого квартала, открыть вентили и что-нибудь да получится (помрет человек 5, из бабушек-дедушек, кто быстро бегать не может). Но с тем же успехом можно загнать в центр квартала цистерну с бензином.
То есть Джейсон прав - это не оружие, это подручное средство.

Given that "other salaries and wages" in the tax form is bigger than entire "administrative expenses" on CN, I assume that some salaries and wages are counted as "program expenses". I don't know if it's regular or not - depends on nonprofit. Some nonprofits can spend most of the money on salaries because people receiving these salaries are doing the thing the charity is for. The question is what is the thing the people in Clinton Foundation are doing.
