since having this in CA in Nov-Dec kills the whole idea of stay-at-home orders.
Yup-yup. Of course they could declare victory, say "you see - quarantine worked!", congratulate themselves and forget the whole thing.
related to the test processing backlog and should be discarded.
Could be, but tests graph (below) does not show similarly distinct jump.
