I guess I understand his mistake. To use a government charge card, he was required to hire a qualified sex worker, that is a unionized, certified public servant from the DOSW or another sex workers' governmental agency. But they are not hot, even though they get early retirement (at least those who are public servants: a licensed independent contractor working for government wouldn't get perks such as early retirement).
