А локдауны вводил не Трамп и у него было не так уж много законных возможностей воспрепятствовать этому. По сути, у него была только одна такая возможность: подать в суд на правительство синего штата. Ну мы видели как суды (несколько позже) относились к его искам.
Можно ещё вспомнить, что когда он лишь объявил формальное ЧП для финансирования Стены − кое-где поднялся такой хай − будто он уже отменил выборы и разгоняет Конгресс.
