Я обычно скептически отношусь к утверждениям "все в правительстве договорились и скрывают". С другой стороны, скажем, ситуация с Поллардом показывает, что американская разведка вполне способна налажать и потом закапывать лажу любой ценой.  Интересно бы  понять, есть ли в этом что-то...

lousy excuse for not being able to find WMD in Iraq. I am sure that there are WMD in Iraq and I am also sure US Army never found one.
So that is, on my opinion lousy excuse made by government
