Дело в том, что ученым нужно гранты получать, а грантодателям (которые часто гос.органы, либо какие-то большие фонды) нужен для отчета бюрократически-измеримый результат. Таковым является публикация в высоко-рейтинговом peer-reviewed журнале. Что делает имеющиеся высоко-рейтинговые журналы монополистами: ведь новый журнал не будет иметь рейтинга, потому в него не будут посылать хороших статей повышающих рейтинг.

Зная, по каким примесям можно определить место производства, что мешает внести эти примеси? Это, как верно заметили, не искусственный радиоактивный изотоп, по которому можно реактор вычислить (см. Клэнси Sum of all fears)

1. Речь идёт не о клавиатурах (как hardware), а о каких-то установках, типа локали, предпочтительного языка, и т.п., обьяснить которые журналистам CNN невозможно, поэтому то, что обьясняли, было воспринято как "keyboards". Это теоретически действительно возможно - т.е., например, если у вас в браузере настроено предпочтение русского языка, запросы от вашего браузера будут отличаться от того, где настроено предпочтение английского. Или если у вас система сконфигурирована так, что системные сообщения выдаются по-русски, то в некоторых протоколах, если вы общаетесь с другими серверами, это можно заметить. Ни одного протокола, который бы каким-то образом передавал информацию о клавиатуре - и пуще того, о том, какие буквочки нарисованы на клавишах клавиатуры - мне неизвестно, и мой профессиональный опыт (25+ лет в индустрии) говорит, что вероятность его существования примерно 0.1%.
2. Если иметь доступ на компьютер самого хакера - что, конечно, подразумевает взлом его системы - то теоретически возможно узнать модель подключённой клавиатуры, как hardware, и теоретически возможно, что по этой модели можно узнать, есть ли на ней русские буквы - например, если фирма, выпускающая эти клавиатуры, ставит разные номера моделей на клавиатуры с русскими буквами и без оных. Для этого, разумеется, надо иметь полный доступ к этому компьютеру, и тогда изучение деталей клавиатуры является мелочью, потому что можно прямо изучать всю деятельность владельца компьютера, все его связи, действия и т.п. и делать по этому значительно более обоснованные выводы.
Разумеется, эти предположения весьма далеки от того, что написано в CNN, но это потому, что написанное в CNN представляется полнейшим бредом. Опять же, от вышеописанного до "point to the Russian government" тоже крайне далеко. Т.е. либо "официальные лица" не смогли обьяснить корреспондентам CNN, что они хотели сказать, либо они их просто надурили, подсунув им полную чушь.

18. С аутизмом всё непросто. Недаром это называется "спектр". High-functioning аутисты и аспергеры ни в каком лечении особо не нуждаются, ну люди со странностями, так у всех свои. А вот на другом конце спектра всё плохо, и там уже не до индивидуальности. Конечно, мудаки, желающие срубить капитальчик на чужом горе, всегда найдутся. Но в целом если этими вещами научатся управлять, это будет очень неплохо.
