Столько хни никто прочитать не в состоянии, поэтому цитируют так, преписывая друг у друга. Это не говоря уже о том, что если совсем хню выбросить, где же набрать толковых работ на длинный список?

На самом деле совершенно осмысленный подход - если какая-то мера стоит дешево и есть вероятность, что она поможет, надо эту меру скорее использовать, а потом уже проверять, действительно ли от нее есть толк.
