Я бы ожидал что на ее идентификацию будут кинуты лучшие силы жандармерии. Пусть у нее нет ID (хоть это и странно), у нее нет телефона тоже? по телефону можно определить почти всё (и адресная книга, и геолокация). Даже если разблокировать телефон не выйдет - по геолокации можно найти отель где она остановилась.
Это можно за пару часов сделать. Насколько я помню, в интернете ее имя достаточно быстро появилось. А все спецслужбы за 2 дня не справились?
Хотя что там - в интернете и стрелка идентифицировали, хотя спецслужбы скрывали его, как могли

К CBESTу у меня довольно сложное отношение. Это довольно-таки дурацкий тест, по крайней мере для тех, у кого английский не родной. Сдать его труднее чем другие альтернативы, включая SAT (не говоря уже про предложенную замену - В в колледже по английскому). Народ на него ломился в силу юридической неграмотности - то, что есть альтернативы мало кто знает.
Но есть и философский вопрос. Требования к кандидатам в учителя в Калифорнии будут неизбежно ослабевать. Поскольку 1) они и так самые сложные в Штатах, 2) дураков идти работать учителем довольно таки сильная нехватка. При том, что есть штаты, где лицензия не нужна совсем.
Кстати, какую позицию должен занять либертарианец: нужна ли государственная лицензия учителю в публичной школе?
