США спонсирует американский ВПК через Израиль. США дают Израилю 3-4 млрд. долл. на закупки вооружений у американских производителей - Боинга, ЛМ, Райтеон, и т.д. По-другому Израиль эти деньги потратить не может, и это нередко не очень эффективно, но, все равно, дармовая продукция этих компаний на дороге не валяется, и Израиль обычно на нее очень рассчитывает.

Когда-то был в командировке в Израиле, купил газету, там обсуждалось что Израиль хотел продать Китаю продвинутое оборудование для военных самолётов, США надавили и не позволили, Израилю пришлось платить неустойку в сотни миллионов $.

В теории может производить любой. На практике, всё-таки, есть ограничения по возможностям - ну и новый завод с нуля за неделю не построить, это дело нескольких лет. Сейчас логистика заточена под американские поставки. Перестроить её, наверное, можно - но это долго и дорого, а боеприпасы нужны сейчас. Особенно если на севере таки загорится.

Ну и потом международное разделение труда не зря придумали. Израиль всё может сделать, но это выйдет (заметно?) дороже, чем даже покупать по рыночным ценам − хоть у Штатов, хоть у европейцев. Сталь-то импортная, электроника − частично импортная и т.д. Имеет смысл кооперация: совместное производство и разработка (что тоже есть, но можно и углУбить).
