Но если серьёзно, то прокурорские решения не формируют caselaw, и практически никаких ограничений на решения об открытии или закрытии дела нет. Это одна из самых больших и неограниченный возможностей прокуроров. Суд может повлиять на то, что будет после открытия дела, но само решения никому другому не подвластно, единственная мера против прокурора - перевыборы или реколл.
