Во1х ~60% избирателей считают foreign aid слишком большой и ещё ~10% "не имеют мнения" (https://pure-oai.bham.ac.uk/ws/files/43944792/finalnonany12_june.pdf стр. 6).
Во2х вообще какого хрена правительство занимается "международной помощью" ? Кто хочет может в частном порядке помогать кому хочется.
Единственное оправдание если это инструмент внешней политики - но тогда агенство типа USAID должно быть частью мин.иностранных дел.
