Хотел как раз дать аналогичную ссылку. Илларионов уже давно занимается разблюдовкой фактических объемов помощи Украине, и насколько я запомнил из его последнего интервью Немире, как раз около 100 млрд. были просто записаны под заголовком "Украина", но по смыслу Украине как таковой не предназначались вовсе. Т.е. в этой части на первый взгляд злоупотреблений нет. Конкретно по украинской же помощи со слов Илларионова, опять де ЕМНИП, по каналу PDA выполнено на 75%, а по второму основному каналу (забыл как называется) — на 5(!)%.
