В Эксе (а ведь какое хорошее название!) очень сильно все централизируется, видимо из-за относительно небольшой кормовой базы и специфических привычек. А в США и Европах, видимо, и размер клюва пилы чуть поменьше, и база шире.

И природа процесса иная. В совке воруют б-м в личных или узко-групповых интересах. Это может быть значительные обьёмы, но настоящей массовости так не достичь. В США так тоже воруют, конечно, но это только первый слой, самый невинный. Под ним залегает другой слой, ворующий на порядки больше - который поддерживает не просто одного вора или одну шайку, а тысячи разветвлённых и взаимопересекающихся организаций, в которых заняты миллионы. Разница в пропускной способности - примерно как между средневековым монахом, копирующим свитки вручную, и современным интернетом. Это феномен совершенно другой природы и другой мощности.
И, кстати, абсолютно легальный и защищённый от каких-либо покушений - худшее, что даже в теории можно сделать, это закрыть поток. Да и то тут на страже стоят сотни партийных федеральных судей. А о том, чтобы кого-то посадить или наказать за распил миллиардов, а то и триллионов уже - никакой и речи быть не может. На первом уровне, если кто-то зарвётся, может быть. На втором - никогда.

По описанию получается весьма специфическая мафиозная индустрия, что-то вроде «городских нищих», только глубже встроенная в социальный процесс, основанная на loopholes (непрозрачности) в процессах управления «общей казной» и значительной группой уличной «поддержки».

Строго говоря, нечто подобное было в настоящем СССР и есть у китайских товарищей, за исключением группы уличной поддержки, которая заменена на силовиков.

Подобная индустрия не может быть совсем децентрализованной и неизбежно должна иметь мозговой центр, что-то вроде Пяти семей или Политбюро, который занимается поддержанием общего баланса и снижения внутренних конфликтов.

Другой вариант — в федеральном и штатовских бюджета столько дыр из которых хлещут деньги во все стороны, так что и никакого мозгового центра не нужно, главное чтобы была толпа уличных сумасшедших, которые будут прикрывать любые художества.

Дыр, натурально, тысячи и тысячи, насчёт центра - это вопрос нерешённый, вполне возможно, что как такового его и нет - просто органический рост на питательной среде. Т.е. ключевые точки, типа соросовских мегафондов, есть, но есть и достаточно образований, которые они не контролируют, а просто подпитывают периодически по сходству целей. Если невозбранное поступление подпитки гарантировано, то центр, в общем-то, не так уж и нужен. Вот когда подпитка сокращается, тут возникают вопросы - кто выживает, у кого какой порядок возле кормушки и т.п.

Судя по мафиозным делам, в Нью-Йорке условный центр определился достаточно быстро и как раз в условиях быстрого роста «подпитки» — чтобы минимизировать конфликты, которые вызывали ненужное внимание к своим делам.

То, что центр как минимум был, — это видно по нынешнему отсутствию осмысленных реакций, они какие-то аматерские и спорадические, целенаправленного сопротивления нет.

Центр сломался, скорее всего, из-за Деда Дементия и его теневого кабинета, который явно создал много конфликтов интриганством, беспонтовостью и бесплодностью — никто из интриганов выйти из тени не может, сразу подставится.

А с кормушками все сложнее. От них остались следы, это раз. Сильно не факт, что кормушки сохранятся в нужном количестве (здесь надо смотреть следующий бюджет), это два. Если кто-то и делал запасы, то только для себя и делится он не будет, это три.

Так что причастные к кормушкам сейчас явно занимаются решением сложных трехмерных задач с десятком неизвестных. И каждый сам за себя.
