Резкий рост раздачи денег по времени полностью совпадают со стартом subprime mortgages, собственно как и метод — деньги дают не напрямую, а через людей-посредников, на которых потом записывается долг. Видно, что работал один и тот же mastermind. Просто рынок недвижимости более динамичный, имеет множество внутренних связей, поэтому навернулся гораздо раньше. А школьные долги — чисто федеральная проблема, своя маленькая нефтянная скважина из бюджета.
И идея, кстати, та же самая — повисшие на людях-посредниках долги в итоге становятся «социальной» проблемой и тем или иным образом списываются. Руководство схемы здесь закрывается миллионными армиями «простых людей».
