Как работает "создание рабочих мест"? Примерно так: берём 150 млн денег и 150 млн. налоговых скидок, и на получившиеся 300 млн. Просим построить какую-нибудь полезную фабрику по производству чего-нибудь модного - например, батарей для автомобилей. А потом вот так:

Workers at LG Chem, a $300 million lithium-ion battery plant heavily funded by taxpayers, tell Target 8 that they have so little work to do that they spend hours playing cards and board games, reading magazines or watching movies.

They say it's been going on for months.

"There would be up to 40 of us that would just sit in there during the day," said former LG Chem employee Nicole Merryman, who said she quit in May.

"We were given assignments to go outside and clean; if we weren't cleaning outside, we were cleaning inside. If there was nothing for us to do, we would study in the cafeteria, or we would sit and play cards, sit and read magazines," said Merryman. "It's really sad that all these people are sitting there and doing nothing, and it's basically on taxpayer money."

Two current employees told Target 8 that the game-playing continues because, as much as they want to work, they still have nothing to do.

Рабочие места созданы, 400 штук. Примерно по 750 тысяч долларов за место. А то, что к этим местам будет и собственно работа - никто не обещал. Обама в начале строительства фабрики заявил:

"This is a symbol of where Michigan is going, this is a symbol of where Holland is going, and this is a symbol of where America's going," President Barack Obama told a crowd at the groundbreaking.

Очень хочется надеяться, что он ошибается. Собственно, если вы - американский избиратель, то вы даже можете приложить руку к тому, чтобы он ошибся.

P.S. кстати, вы спросите - а почему, собственно, они этих рабочих-картёжников не уволят? Да потому, что часть из этих миллионов привязана к "созданию рабочих мест" - до тех пор, пока люди числятся на работе, компания получает налоговые скидки. Поэтому для них дешевле их держать, чем уволить - платят-то по факту не они, а налогоплательщики.

Недавно мы слышали, как статистики победно отрапортовали о значительном достижении в деле снижения безработицы:

On Oct. 11, the federal government reported that weekly jobless claims were down significantly, suggesting a dramatic national increase in economic growth and a steep decline in layoffs. Jobless claims, according to the Labor Department, had fallen by 30,000 to 339,000, their lowest level since February 2008.

Но произошла неприятность - оказалось, что Калифорния позабыла отчитаться о всех безработных, и на самом деле картина вовсе не так радужна:

Early Thursday, the federal government finally revealed that California had, in fact, under-reported jobless data, skewing the national jobless claims results. This week’s updated jobs report corrected the error and showed unemployment claims spiking back up by 46,000 to 388,000.

Или, как говорит NYT:

The unemployment rate fell, from 8.1 percent in August to 7.8 percent last month, a welcome drop, though it appears to be partly due to a statistical fluke and partly to more part-time employment, which is better than no work, but hardly the sign of a reliably robust job market.

Подозреваю, однако, что количество людей, узнавших из прессы, что Обама наконец-то победил безработицу, будет изрядно больше количества людей, узнавших из той же прессы, что это был statistical fluke.
