Ну да, все логично. У государства, если оно конечно не стесняется показаться тоталитарным, есть только один выход бороться с безработицей - создать дополнительные рабочие места на своем "заводе". То, что может быть убийственным для частного сектора, живущем только на своих доходах и ни чем не гарантированных.
поскольку 390 000 - цифра конктретная, а есть еще и сезонный счет (т.е. правительство что-то там изобретает просто из головы, основываясь на том, что в 2006 в мае рост был такой-то и экстраполируя 2006 на 2010) есть серьезные сомнения в том, что рост вообще был.

The president spoke less than two hours after the Labor Department reported that U.S. employers hired fewer workers in May than forecast, suggesting a lack of confidence in the recovery that may lead to slower economic growth.
