Ничего и не надо привязывать, так как штаты послушно проштампуют федеральный закон, изначально не имеющий силы на их территории путем немедленного принятия закона-копии, но уже на уровне штата. Даже если бы это не была одна шайка-лейка, попробуй штат взбрыкнуть - ему просто перекроют кислород непрерывный поток свежепечатаемых долларов.
Техас, вот, много-много лет не ратифицировал закон, запрещающий в эксперитальные исследования брать больных из других штатов. Из-за этого у феда несколько раз вышел прокол с наездом на Stanislaw Burzynski (http://www.burzynskiclinic.com/), но в конце концов и Техас дожали, теперь и та же лажа.

Всё больше зданий переходят на LEED-certified status; на данный момент -все строящиеся федеральные здания, в НЙ- все public buildings постр. на деньги штата или города. Тенденция - дожать частных застройщиков на compliance.
Так вот, чтоб получить один из credits в этой системе, Water Efficiency WE1.2, надо доказать что здание потребляет на 30% меньше питьевой воды, чем допускается этим самым фредеральным законом от 1992.
Что означает, кроме проч., использование
-low-flow water closet (1.1 instead of 1.6 ga/minute conventional)
-low-flow shower (1.8 instead of 2.5 conv.)
-waterless urinal (0.0 instead of 1.0 conv.)

Есть ещё другой кредит, кот. даётся за повторное использование graywater для слива туалетов - т.,е. воды, уже использовавшейся в умывальнике и душе...

Когда их ставят где-то в горах, я понять могу, но их же и в бассейне поставили :(

What is generally accepted as the first building code was in the Code of Hammurabi which specified:

229. If a builder builds a house for someone, and does not construct it properly, and the house which he built falls in and kills its owner, then that builder shall be put to death.
230. If it kills the son of the owner, the son of that builder shall be put to death.
231. If it kills a slave of the owner, then he shall pay, slave for slave, to the owner of the house.
232. If it ruins goods, he shall make compensation for all that has been ruined, and inasmuch as he did not construct properly this house which he built and it fell, he shall re-erect the house from his own means.
233. If a builder builds a house for someone, even though he has not yet completed it; if then the walls seem toppling, the builder must make the walls solid from his own means.

The Law of Moses stipulated a specific construction requirement which is also an early form of a building code. The Bible book of Deuteronomy, chapter 22 verse 8, states:

"In case you build a new house, you must also make a parapet for your roof, that you may not place bloodguilt upon your house because someone falling might fall from it."
