Between 2010 and 2011, California experienced a drastic 20 percent decrease in juvenile crime–bringing the underage crime rate to the lowest level since the state started keeping records in 1954.
According to a recently released study, much of that improvement can be credited to the decriminalization of marijuana.

По-моему, результат вполне однозначный. Впрочем, можно действовать и по-другому, как в Чикаго: потратить 55 миллионов на программу помощи трудным подросткам:

A four-month CNN investigation found that not only did the Neighborhood Recovery Initiative (NRI) pay teens to hand out fliers promoting inner peace, it also paid these at-risk teens to take field trips to museums, march in a parade with the governor, and even attend a yoga class to learn how to handle stress.

Two years after the program was implemented, there have been 476 murders in the city, a nearly 20 percent increase over 2011.
