Помните, нам недавно рассказали, что NSA нарушали законы и собственные инструкции по несколько раз ежедневно? Но, говорят, нечаянно всё, оно как-то само вышло. Ну вот, теперь уже не нечаянно:
The National Security Agency said Friday that some of its analysts knowingly and deliberately exceeded its surveillance authority on occasion over the past decade and that those involved were disciplined.
Учитывая, как именно в правительстве принято наказывать, в сухом остатке - если нельзя, но очень хочется, то можно.
Если же вы думаете, что они нарушают законы в основном в погоне за террористами, забывая какие-то бюрократические формальности:
