во-первых я не понимаю что значит "смотря какая собака" - вы намекаете на то что одни породы 100% мимими а другие злыдни?
на бытовом уровне это может работать, на уровне законотворчества - врядли. стопроцентности нет.
если владение собак совсем не регулировать - то надо дать зеленый свет их свободному отстрелу - это тоже не мимими и обществу не понравится.

Один раз ещё смешнее было - сделали процедуру, оплатили. Через месяц приходит счёт - надо ещё доплатить типа 200 с чем-то долларов. Причём в счёте написано, что заплачена одна сумма, а на самом деле уплачена совешенно другая. Я туда звоню, спрашиваю - wtf, мы заплатили одно, у вас написано другое, и вообще откуда дополнительная сумма? Они говорят - а, а мы тут проверили, от той суммы, которую вы заплатили, ещё остались деньги, поэтому ничего платить не надо. Что значит "остались" - они назвали не цену процедуры, а больше? Почему тогда счёт прислали? Почему в счёте неправильная сумма уплаченого? Сколько на самом деле стоит процедура? Никто не знает. Т.е. осталось ощущение, что явно хотели наебать, но что с этим делать, непонятно.
