Попробую объяснить, почему. Вспомните советскую школу, в которой за невыученный урок ставили 2-ку. Что такое двойка в 5-бальной системе? Правильно, 40%.
Почему 2, а не 0? Потому что один-единственный 0 делает даже 4-ку практически недостижимой - если оценка ставится усреднением.
50% MFG (Minimum Fail Grade) - это просто попытка внести разумность в систему, которая заменила оценивание на вычисление процентов. Кроме того, есть ещё психологический момент: получение "убийственно низкой" оценки в начале периода напрочь убивает мотивацию.
Тут нужно помнить, что 50% - это именно Fail Grade.
(Я это всё знаю, потому что работаю в школе.)

Плюс к тому - если надо всем ставить 50%, то почему официально это напрочь отрицается? Если это настолько очевидно и правильно, почему это не официальная политика, а наоборот - протаскивается тайно?

Я не могу сказать, что я поддерживаю именно такой подход (50%) или что 50% должно даваться в случае, когда задание вообще не выполнено. Но что решение не было "тайным" - очевидно.
И насчёт советских школ. Конечно же считали средний балл при определении оченки за четверть. Другое дело, что итоговые контрольные имели бОльший вес. Та и тут так же: each assessment has its weight.

В любом случае, я точно знаю, что _здесь_ (в Штатах) успеваемость за по курсу считается как средний балл. И поэтому получение нуля сразу приводит к вышеизложенным последствиям.
Я не хочу много спорить, но MFG - это просто попытка побороть упрощённую модель оценок и оценивания. Гораздо лучше было бы, скажем, делать периодические контрольные, покрывающие весь материал. И учитывать оценки только самой последней.

В любом случае, я точно знаю, что _здесь_ (в Штатах) успеваемость за по курсу считается как средний балл.
Это ПМСМ не лучший метод, но исправлять это другой глупостью - ещё хуже. Кстати, если можно вводить политику 50%, то почему нельзя изменить политику среднего балла?

Почему не делают контрольные объяснить проще. Во-первых, это гораздо сложнее: к концу курса набирается куча материала. Гораздо лучше было бы разрешать пересдачу. Что делается, но не всегда и не для всех предметов. Сместить шкалу - проще, а результат практически идентичный.
Есть вот такое мнение.
Нет, мне не хочется, чтобы ученик, ответивший на половину вопросов оценивался так же, как и ответивший на 0. Но кроме пересдачи я ни одной хорошей замены такому подходу не вижу.

Но если Джонни возьмётся а голову, то при первом нуле у него будет очень мало шансов исправить ситуацию. А при 50 - шансы будут.
Это как демы пытаются дисквалифицировать Кавано за то, что он бухал в 17 лет. Не важно то, что после окончания учёбы у него безупречная репутация. Точно так же и здесь: оценки должны давать шанс выбраться из задницы при наличии желания и стараний.

Это понятно, но в результате-то оценка та же? И влияние её на суммарную оценку то же? Так зачем париться, спросит у меня Джонни на перемене, и что я ему отвечу?

Для этого, например, можно использовать иную систему, нежели арифметическая сумма всех оценок. Или позволят пересдачи. Или выкидывать три самые худшие оценки. Да миллион способов есть, при желании.
