Я не уверен, что закон федеральный. Скорее - законы штатов

Там вполне приличный список исключений. Например: "the individual possessing the firearm is licensed to do so by the State in which the school zone is located or a political subdivision of the State, and the law of the State or political subdivision requires that, before an individual obtains such a license, the law enforcement authorities of the State or political subdivision verify that the individual is qualified under law to receive the license;"

Или: "an individual for use in a program approved by a school in the school zone"

Этот закон был признан неконституционным, оказалось, что даже у такого бесконечно рстяжимого аргумента, как "всё, что происходит на Земле, имеет влияние на коммерцию между штатами", есть границы, и доказать, что ношение пистолета по территории школы влияет на коммерцию между штатами не удалось. Впрочем, конгрессменов такая мелочь не смутила - они просто вписали в закон, что запрет распространяется только на оружие, которою участовало в коммерции между штатами. Так что если вы сами сделали пистолет из материалов, собранных собственными руками в том же штате (включая боеприпасы, конечно) и сможете доказать, что никогда не купили бы другого (иначе как в деле о марихуане, влияет на коммерцию - если вы сделали сами, а не купили, значит, продажи снизились, а это влияние на коммерцию) - то можете носить, наверное.

Но на самом деле там в законе есть пункт о лицензировании, да, так что школы при желании могут - и делали так - разрешать полицейским и охранникам и учителям (и в принципе кому угодно, при условии, что есть поименный список) носить сколько угодно.

Я так понимаю, это небедный (~$100k median household income) в основном белый (2/3, чёрных 18%) сабурб Чикаго. Так что так им и надо, я думаю. Т.е. детей, конечно, жалко, но в такой атмосфере всё равно дело плохо. Кстати, продажа алкоголя в магазинах в этом благословенном местечке была разрешена аж в 2002м.

Ну, когда через пару месяцев окажется, что везде зрада, они скажут "ну а что мы могли сделать?!". Ну, не мне им указывать - вольному воля, не хотите видеть, что происходит, пока оно далеко - когда будет близко, выбора уже не будет. Я вот читаю, что украинцам год назад говорили, что будет то, что есть сейчас, и они не поверили. Ну, теперь поверили. Научились чему-то? Увидим.
