Кстати, это наводит на мысль, что лучший способ предотвращения разрыва между властью и населением - это ограничение размера каунти населением, а не территорией. Чтобы при росте города приходилось урезать площать покрытия каунти, тем самым выводя население субурбов из под влияния тех же властей.
