Amiya Olden remembers well the day she graduated from Denby High. She handed her diploma to her mother, Karen Olden, who read it to her.
"Then when someone asked me to read it, I could remember the things that she read, and I knew what I had to say," recalled Amiya Olden, now 22.

Т.е. в Детройте выпускают из школы 18-летних, которые не умеют читать. Офигеть, я не думал, что всё так плохо. Это, оказывается, официальная практика, которая называется social promotion - т.е. детей просто передвигают из класса в класс, без образования, потому что нельзя же отказывать социальным случаям в их праве закончить школу и вредить их самомнению, грубо указывая на то, что они ничего не знают. Зато выпускать из школы учеников, не научив их даже читать - вполне можно.

Эта девушка спасла себя сама - выучилась читать и т.п. Но таких там сотни тысяч.

A study released last year by the state Department of Energy, Labor and Economic Growth found that a stunning one out of three working-age Michigan adults don't have the reading skills to get a family-sustaining job, that an estimated 44% read below a sixth-grade level.

И, между прочим, эти люди имеют право голоса.

Странно: здесь даются требования к выпускникам средней школы в Мичигане, и человек, не умеющий читать, их не потянет. Эти требования относятся к детям младше героини статьи; какие требования были, когда она закончила школу, я в интернетах не нашел; может быть, они были гораздо легче. Но тогда правильно говорить не "выпускают из школы", а "выпускали из школы".

Social promotion - это как раз механизм обхода этих требований. Сейчас этот механизм пытаются прекратить:

Detroit Public Schools emergency financial manager Robert Bobb plans to sign an executive order today ending social promotions, the practice of advancing students to the next grade when they’re not really ready.

The district began, for the first time, quarterly assessments of student proficiency this week.

Это не имеет отношения к high school, то есть 9th through 12th grade.
