Section 213 was included in the Patriot Act over the protests of privacy advocates and granted law enforcement the power to conduct a search while delaying notice to the suspect of the search. Known as a “sneak and peek” warrant, law enforcement was adamant Section 213 was needed to protect against terrorism. But the latest government report detailing the numbers of “sneak and peek” warrants reveals that out of a total of over 11,000 sneak and peek requests, only 51 were used for terrorism.

I wonder if the growth was a relatively smooth growth or a dramatic shift with the change of administration? are there any yearly stats about this?

that much I saw. my question was on how exactly did the curve grow from 2003 to 2010. namely was there a huge jump after 2009, or was there a steady growth all along; is the growth after 2010 slowing down compared to the growth prior to 2009, etc. put even more bluntly: are we witnessing something that is fully inherent in any government power, or is there something specific to the current administration...
